A representation cold start happens when an industry cannot meaningfully deploy AI at scale because the world it operates in was never encoded in a form machines can reliably observe, interpret, and act upon.

A sector may be digitized at the surface and still remain structurally unreadable to AI in the deeper sense that matters. It lacks the conditions for dependable machine judgment and bounded machine action. This is why so many AI pilots look impressive in demos and then disappoint in production.
